Overview

Homelands Advisory was established by Loksan Harley in 2021 as an evolution of LH Consulting, which has provided migration and diaspora consultancy services to governments, international organisations, NGOs and the private sector since 2014.

Mission and Vision

Homelands Advisory aims to achieve a "triple win", supporting migrants and diasporas, host and destination communities, through thoughtful and action-orientated research, policy, and capacity-building.

Loksan Harley

Founder & Executive Director (UK)

Loksan Harley is a migration and diaspora engagement specialist with extensive experience in research, policy analysis, project management, and technical assistance in Europe, Africa, Asia, and the Pacific, working with governments, regional and international organisations, NGOs, and the private sector. He has a passion for doing highly analytical work and connecting people in order to strengthen communities.

Loksan started his career at a global consulting firm in Brussels, advising blue-chip companies and governments on EU policies and advocacy. He then moved into the fields of international development and migration, and has since 2013 provided consultancy services to a range of clients and collaborators, including United Nations agencies (including IOM, WHO, and UNECA), national governments, and NGOs (including Catholic Relief Services and Save the Children) across Europe, Africa, South America, and Asia-Pacific.

Loksan completed a BA in Economics, Finance and Advanced Chinese at McGill University and an MSc in Public Policy and Management at the University of London, School of Oriental and African Studies, where he has also lectured.

Leon Isaacs

Remittances and Diaspora Investment Expert (France)

Leon is recognised as a global authority in the remittances and money transfer industry. As one of the co-founders of DMA Global, he has helped lead the company since 2007. He specialises in all elements in connection with remittances, payments, financial inclusion and diaspora investment.

Emmerentia Erasmus

Labour Migration & Free Movement Expert

(South Africa)

Migration specialist with more than ten years of experience building the capacities of states and regional organisations in managing migration. Extensive experience in migration policy and programme development, with specific expertise on labour migration and the free movement of persons.

Paul Absalon

Peace & Migration Expert (France)

Paul is an expert in forced displacement dynamics and their drivers across the African continent. He also works on conflict and security, advising development organisations on violent extremism and helping them to design conflict-sensitive approaches in unstable areas.

Silviu Kondan

Diaspora Engagement Specialist (Canada)

Part of the great Romanian diaspora, Silviu has supported projects in collaboration with a range of organisations, including IOM, UNFPA, OSCE, and the EU Agency for Fundamental Rights. He is a diaspora engagement specialist and his research on the topic has been published widely, including by the Migration Policy Institute.
